Upendra and I would like to conclude our today's e-mail communication to you with some of our reactions based upon our paper presentation and the discussions held in this connection.
We have found the questions and issues raised by you and various eminent scientists/participants quite relevant, appropriate, instructive and thought provoking. In fact, we had not pondered in-depth about the material flows concept put forth by you (e.g. waste water flows, solid flows, pathogen flows & nutrient flows) while designing the project. We have learnt valuable lessons in this regard. In case, if we have to implement such project in the immediate future, we will certainly take into consideration the material flows concept as well as those valuable points raised in course of discussion held about the paper presented by us.
We would like to mention that the final report of this project (Installation of Community Latrine-cum-Biogas Plant and Conduction of Environment and Sanitation Training as Ward No. 1 of Pathari VDC of Morang District in Nepal) was submitted to UNHCR in April 1998 after which the project was declared officially closed. However, our organization namely the Consolidated Management Services Nepal (P) Ltd. (CMS) with is own initiative had carried out the Monitoring and Evaluation of this project for about a duration of 6 months even after the expiry of the project and had recommended UNHCR to conduct demonstrative training-cum workshop an operation and maintenance of latrine-cum-biodigester and proper utilization of slurry by involving the local rural community and institution. This is still under consideration by UNHCR.
As said earlier, as a result of the closure of the project by UNHCR, the Consultant's obligation was totally terminated. This means many things which were envisioned prior to the implementation of the project could not be accomplished perfectly as will be revealed from our previous e-mails/replies. However, also based upon the point/issues put forth by you and the knowledge participants, we are able to acquire a wealth of information.
In above backdrop, with your due permission, we as a consultant feel our moral duty to inform the client namely UNHCR about all the valuable points raised about this project with a view to take necessary steps to follow the project in order to make corrective measures.
With above reaction, we like to close today's e-mail but will continue to reply the incoming emails until you declare "closing". We take this opportunity to express our best regards to you, our distinguished participants and the Chairpersons - particularly Our compatriate Mr. Punya Regmi; and Mrs. Lytian Rodriguez- for making lot of effort to make this session lively.
