In St. Petersburg there is a project for composting on the roof of a large
apartment building (condominium as you call it). In winter, the heat from the
chimneys is re-cycled to heat up the compost area. They grow vegetables and
enjoy the roof garden that they have built. The tentants of the building
found the project most useful because it solved their rat and odor problems
in the basement where garbage was stored earlier, the old people found
something to do, they have a warm roof-top in winter, they could harvest all
their vegetables (which would otherwise get stolen when grown on ground
level), vegetable harvest was higher with the rich compost, ........

I think your condominium residents would admire the idea if you tell them !
