St Peter´s Rambula Mixed Secondary School, Ugunja

This is a day school that was established in 1997 on 3.5 acres of land. The school has 350 students. In 2008, there are two Form Four classes with a total of 33 boys and 23 girls. Beside it there is the Primary school with 600 students.  Mr. Austin Odoor Warom has been the principal of the Mixed Secondary School since 2000. The school has a "Young Farmers Club" and a "WildLife Club". These Clubs operate a plant nursery for trees and ornamental plants, and help to maintain the school environment, vegetable plot, fruit trees (jackfruit, banana), maize plot. The Young Farmers Club (about 20 active members) manages 3 cows and 3 calves, has an unused a chicken house where there were once also doves/pigeons. In Aug 2008, there was a disease on the chickens and the Club decided to sell all the remaining chickens and birds before loosing the rest. The Club plans to resume the activity after a period of time for the “pass over” of the disease.

 Children pay a school fee and meat is served once a week for lunch and requires 15 kg meat.

 This site was deemed suitable for a rabbit project for the following reasons.

*      Though it is a day school, children may walk 1 hr or cycle to get to school. Collection of feed can be done by these children along the way to school or from school (delivered the next day) as well as those who have farms at their homes.

*      Club members have existing activities which demonstrated their interests and activities. Rabbit project can be further integrated into tree planting activities. Trees planted along the way of the children to school can be cared for/watered esp. during the dry season.

*      Keeping rabbits is new in the area.

*      Site for rabbit house is available (behind the store house) and offers a space of 10 meters for 10 cages. It will have a potential to providing 15 kg of meat once every 2 months.

Can 4x2 inch timber costs 130 Ksh per foot !!!

The project has a problem.

A receipt (22,880 Ksh) for 4x2 inches timber at a cost of 130 Ksh per foot was received. The average cost is only 30 Ksh per foot (this makes a difference of 17,600 Ksh which has been pocketed by someone).

Charles Owiti (former coordinator for the rabbit projects in Western Kenya) claimed that the receipt was given by the Chairman of St Peters Rambula Mixed Secondary School.

Jacky Foo talked (06 March 2009) to Mr Austin Warom (072348705) who provided his story of the case and promised to provide additional information on the situation. Mr Austin will
(i) provide a written and a full status report on the rabbit project. He said that 12 rabbits were purchased at the start of the project in Dec 2008. Now 2 litters (since 28 Feb 09) have been delivered with a total of 12 kits; thus making a total of 24 rabbits at the site.
(ii) provide a financial report for the construction of the Rabbit house. Mr Austin says he still has all the receipts and will provide them with the financial report.
(iii) provide a written statement concerning the receipt of 22,880  Ksh.

Mr Warom said that he did not give Charles Owiti such a receipt. (i.e. he claimed that the receipt was a false receipt and was therefore created by Charles O.). Mr Austin also said that Charles never had a meeting with the Chairman of the Board. Mr Austin claimed that he contributed all the timber that was used during the construction.

Hi Everyone,
I made a trip to Yala and Ugunja, still analysing having a project in Yala, they have to prove things out.

Ugunja project is doing very well. I went to find out few details concerning the construction cost, well its very unfortunate that the school chairman did not work with honesty, Augustine the principal was out for a workshop in Nairobi so he recommend his Deputy who was also not active that time, and the chairman got involved.

Everything went on very well except that the wood prices was questionable, during my investigation, he was not giving clear information concerning buying 2*4 @ 130 to me. There was a mess and mistrust then arouse, I investigated the hardware about the prices and they were shielding the Chairman. In the nearby shop that time the timber was scarse and was selling at 70sh per foot, then the question is why did the chairman accept to buy at 130sh.

I called a meeting with Augustine, the deputy and the Chairman, the chairman did not talk well, he was very arrogant and fierce, I think he got me wrong, I did not called him a thief, as he was saying. My phone was stolen. ...(cut)....

So i took the remaining petty cash of Ksh 4180 back, I went to Awasi and explained the whole scenario to Consolata, the woman who presented us to the school. For her she knew Augustine before. Augustine has been transfered to another school, so i do not know where and when he will leave, but Consolata promise to present the case to the PTA meeting mid this year.

I sent a message (sms) to Austine on monday but he has not yet replied. I sent him my postal address too, that's the only way to get it done, any time I get the recepts I will send them via mail, I have your postal address. thank you. charles.
